Where a single existing roof layer is present and the insulation beneath is dry and intact, a re-cover — installing a new membrane directly over the existing one — can extend service life significantly without the cost or disruption of a full tear-off. If the building already has two roofing layers, re-cover is not an option under Ontario Building Code and a full replacement is required.
